Flora’s Very Windy Day by Jeanne Birdsall, illustrated by Matt Phelan

From chapters.ca:
On a day when the wind is blowing particularly hard, Flora's little brother, Crispin, is being particularly annoying. Their frustrated mother sends them both out for a walk, but once they're outside the strong wind scoops them up and takes them for a ride. Along the way, Flora receives offers for Crispin from various creatures, including a dragonfly, an eagle, and the man in the moon. But each time Flora comes up with an excuse not to get rid of Crispin. Only when she makes the final decision to keep her brother does the wind allow them both to return home. This imaginative and whimsical story is told in a classic style and with sly humor that shows sibling relationships in a funny, realistic, and unsentimental way.
